Forged Quick-Claim Deed

2 days before my mother died, my sister went to a notary and had the house transferred in her name. She had power of attorney and signed my mother's name on the deed to the house. She was named the administrator of the estate and I the alternate administrator. She forged our mother's name on the deed to the house.
However, she stopped talking to all siblings after our mother died and we had to go to court to get a copy of our mother's Will. She was removed as administrator because she started forging documents. She would not give us the Will because our mother specifically stated that she wanted her house and assets sold, all bills paid and whatever profit, if any, left was to be divided amongst her heirs.
We have a new administrator of her estate. The house has gone into foreclosure because my sister stopped paying on the reverse mortgage. She has now paid off the balance of the loan in the amount of $28,000. Does this mean she owns the house now?
My mother was very detailed and specific about her wishes and told us everything she wanted before she died. She did not want this sister to have the house because she told us this. She wanted it sold.
