    Adverse Possession against the sovereign

    I know that you can't adverse possess against the sovereign, such as a city. Does this also include any land that the city possesses outside of their corporate limits? Many cities own land outside of their corporate limits, such as land for landfills and water and sewer treatment plants. Can adverse possession be used against such lands?
