401k and city taxes

I have a 401 k that the city i live in taxes even though i have never drawn on it.There are several cities in ohio that don't tax retirement accounts until they are drawn upon.Given the fact that they tax it Now,can they tax it at my retirement when i draw it out because i have to claim it as income?
