It allows for a government to minimize the risk that it's citizens may become disillusioned with its own policies as its citizens are able to learn about other ways to do things and experience life. If you can limit the information a person receives, you can reduce their options. Do it enough and you end up with a mindless slave that does not know how to think and is easy to control.
