Yes I think you have to get a visa permission for starting business in another country.If you go to another country you take visa permission then surely you will need VP to settle your business there.

In starting of any business, always check:

- what those in that country need and want
- the laws for starting a business
- how the business is regulated and what the requirements are
- taxation laws...

well one can not get visa just by showing your intentions for busniess you need to make a plan j yor aims and objectives first
