Default Parent refusing to sign for passport

Hi
I need to apply for an Irish passport, but my father won't sign for it. I am in very little contact with him, see him about once a year and haven't lived with him since I was 2. I am 15 and need parental permission to get one. My mum is willing to sign, but he isn't because incase the english authorities find out he has to pay benefits to me because and hasn't over the past 15 years. But my mum doesn't want his money or anything. I found out I need to obtain a court order to get a passport, but is that costly, and where do I start with that? All help is really appreciated!!

I think you should tell the authority that you are not seeing your father for years and your mother is your only guardian

Qualified Person is a restricted title (i.e. your job title is recognised by law and you have to be able to show that you hold the relevant qualifications to be able to use it). I would say that a QP would be able to counter sign a passport in the same way that a solicitor or doctor would be able to.
