tricky situation/can't find atty to help

My step-son's mother is in federal witness protection. Need to find a lawyer to help with issues relating to child support and emotional damages to step-son. There is lots more details to this, and I need to know if we would have legal recourse as to back child support and reimbursement of therapy costs for step-son due to abandonment issues? I have called civil and family lawyers and have found no one with this expertise.

I have never had a birth certificate. So I applied for one hoping to get a letter of no record back so that I could apply for a passport. Well I got a letter back stating that I had one but the name on it is not the one that I have been using for the last 79 years. All my documents such as my marriage license, drivers, license, social security card, military records and etc are in the last name that I have been using. I want to change the name on the birth certificate Everything else but the last name is correct except for the spelling of my mother middle name. How can I correct this. I am thinking it would be easier to do this than to change everything else. I was born in the state of Florida and I now reside in NY state. How can I go about changing this? My mother is deceased and I never knew who my father was. Please advise. Thank you
