I think Software Piracy and Computer Hacking are the most worst crime among those. It's a very problem here in the Philippines. No one, even the government can't stop those crimes. From music to movie, everything was produced illegally. And its even getting bigger now. There's a law, but it's hard to implement. I also wonder how IRC became a crime?

You can also add Identity Theft and content duplication (meaning getting content from another person) as cyber crime and punishable by law.
