    Leal Meaning of "Extortion:

    Dear Sirs:

I was sued by a credit card company (not bank) for my debt (less than $ 10,000).
I retained an attorney to contest. If I cannot settle with a small amount of monthly installment payments, I am going to write a letter to CEO of that credit card company.
Also I am going to file complain to Federal Reserve or other related government agency. If I write “cc: Federal Reserve or any related government agency, would that be considered to be “Extortion”? I am a resident of Los Angeles, California.

You may be confused with entrapment. Extortion is when you threaten someone because you have already committed or committing a crime, and you don't want the other person to turn you in. Therefore you threaten them with money or some other non-monatary threat through force or coercion to force them to act in a manner that you want.

Entrapment is a legal defense where a defendant may argue that he or she should not be held criminally liable for actions which broke the law, because he/she was induced (or entrapped) by the police to commit said acts. For the defense to be successful, the defendant must prove the police entrapped the person. However if you have options and you are already predisposed to commit the crime and willingly do so.....it is not entrapment.

Extortion states that a threat must be made to the person. In extortion it is not necessary that you threat only victim it also includes friends, relatives of the victim. And in your case it seems that extortion is done by the high officials not by you.
