Can't get the title for a vehicle purchased private party
I bought a car from a coworker, we will call him Bob. Bob had the vehicle financed through a friend of his, we will call him Fred of Fred

Here is the big question; why are you still dealing with Bob when Fred is the one you should be talking too? I would go down to any local offices of theres and demand they come with to notarize the proper paperwork.

he needs to apply for a lost title and when he gets he needs to sign it over to you. should not be very hard.

It shouldn't be very hard as there are clear procedures for this. However, it sounds to me like there is something more shady going on. The quickness with which Fred "lost the title" and the seeming disregard on Bob's part, as well as the fact that Fred has not gotten a duplicate title yet suggest to me that there is something going on there.
