Always file a police report after an accident. You definitely should have filed a police report even if you knew the person. If you already accepted a settlement offer from the insurance company you are screwed. However, personal injury lawyers offer free consultations so it doesn't hurt to talk to one and get their advice.

The insurance claims that it is only a minor impact so they do not expect to reimburse anything for my medical bills (they already paid for the $1000 of the car damages). Even after the treatment I have permanent damage on my neck (soft tissues).

I would talk to a lawyer and get a second opinion, at the very least, he or she can let you know whether it is possible to win the case or not. But I do not think that you can refuse to pay your medical bills, using the insurance company as your excuse. You were provided medical care and you are legally bound to pay that bill irrespective of how your claim turns out in the end.
