e visa eligibility

hi,

does anyone knows how the Australian Immigration check whether a candidate is eligble or not during the evisa process?

they have mentioned like follows in the website

'On starting an application, you will be asked some questions to determine if you are eligible to continue. If the eVisa system indicates you are not eligible to apply online, you will need to post or courier a 'paper' application to the department'

i'm getting an error ' an application already lodge for this service' after first few pages of the evisa and wonder why?
i haven't lodge an application before but my wife did in 2007 which is still in the queue. can this be the reason?
