Legally obtaining an Arkansas DMV photo of a criminal

I am looking for a legal way to obtain a DMV photo of a man that committed financial fraud.

I was called into the Hollywood Division of the LAPD to ID 6 DMV photos and could only narrow it down to two as I didn't want to take the chance of picking the wrong one.

I have the suspect's full legal name, DOB, SSN, and I believe the DMV photo is from Arkansas but I cannot prove that.

Any help in the right direction would be greatly appreciated.

Simple answer... No. They police wouldn't let you look at the original photo anyways since it then couldn't be used in court.

I already went in once to ID the guy from 6 photos that had been pulled, but he wasn't in that photo line up.

If someone asked the question, "what's the difference between governments (whatever level, e.g councils) and the maffia", I wouldn't know how to answer anymore, because these days the lines are very blurred; they use the same tactics...
