suspended drivers licence

Default suspended drivers licence

Is there a way to recieve a hearing even if dmv says i'm not entitled to one.Because of two driving on a suspended licence tickets,dmv is telling me I have to wait two years before I can get my licence back.I just paid off 8500 dollars to various courts and went to traffic survival school for a red light in 2002.After doing all of this per dmv request, they say I'm not entitled to a hearing or a restricted drivers licence for two years..Any suggestions?
