Default Immigration waiver

How do I know if I have found a good lawyer? My situation is a sad one. Back in February 2008 my brother in-law was deported due to a prior offense in 1996. He came back to the U.S. for ten years he was able to work, buy vehicle, obtain drivers license and buy a house. He even opened a small business. My sister was a stay at home mom with three kids and was pregant with their fourth child. When ICE picked him up at his work place and was deported to Tijuana that same day. It left my sister in extreme hardship having to loose her house and sell anything she could. They decided to move to Mexico border city of San Luis Rio Colorado. They spent four months in a world that thier kids couldn't even speak the language. My sister came back to have the baby and my brother in-law had thought it would be eaiser to come back to the U.S. as an immigrant. But while crossing the border he was detained. Now he faces up to one year in prison. I recently did research on how they could obtain a waiver to have him come back to the U.S. Now its finding the right lawyer to help. If anyone has any information or is willing to help this poor family out. Please contact me a.s.a.p.
